You should be able to bypass the step and download and install anyways, but I would check with your IT department and see if you can get the solidworks.com domain whitelisted.     You need a full mediakit of 2018SP03 from your VAR. You cannot download from solidworks.com when the subs is expired. Source: over 2 years ago
