  I've used Slate to document APIs which similarly will produce a local website. You can host that privately or there's built in support to push to github pages if you're hosting it in a github repo.   We use slite.com (for no particular reason) and link to each sop in a google spreadsheet process thats set up for a particular large task. That spreadshseet is shared among everyone. Each SOP contains a video as well of how to do the task being as specific as possible. Source: almost 2 years ago
