The Blis platform allows you to geofence foot fall conversions and use custom polygons if you want to. I've done several campaigns using their self serve and it's pretty easy to work with. One DSP that claims to specialize in hyper Geo targeting is simpli.fi. It says you can map out a geofence, but I'm not clear on the specifics on if they use 1P data or 3P, but worth checking into. Source: about 3 years ago
