Hahaha, it's a tool like blitz! I used blitz pre-update about a year ago, then went to op.gg and now I'm on senpai.gg It's pretty decent! I like that it gives you little tips on it such as "bot lane is at a disadvantage, roams will help relieve pressure" etcetc. Source: about 2 years ago
