I rely mostly on Microsoft Academic Search. I find an article I need and then usually Google the exact title followed by filetype:pdf. For example: "Toward creating a fairer ranking in search engine results" filetype:pdf. Fair fair. Most of the services have export functions to take your code offline, not sure if Softr does. But anycase, if you don't want to use a no-code web-based builder, then you can try something like Bootstrap Studio to build with Bootstrap CSS.
