There are also scholarships that are not specific to any school, but rather an organization. For example, my mosque offers a scholarship that students can apply to. The scholarship money is given via check that can go towards any school. Yes, most of these scholarships will be relatively small, but, realistically, they won't be much smaller than most community scholarships.
