    Settlers VI is functional under Linux using WINE, but I expect Photon would work better. As for Adobe software, which bits do you need? Krita covers Photoshop and Illustrator in one, and we use Saola Animate for our Flash replacement at my digital signage company, which can work under WINE perfectly well, or in a VM.     WebGL, I hear, has a similar API to OpenGL. (Also, WebGPU is coming at some point.) Or, you could use a thin library that handles the WebGL drawing of sprites for you.
