Settlers VI is functional under Linux using WINE, but I expect Photon would work better. As for Adobe software, which bits do you need? Krita covers Photoshop and Illustrator in one, and we use Saola Animate for our Flash replacement at my digital signage company, which can work under WINE perfectly well, or in a VM. Haha, I'm glad! I'm a frontend dev and, unfortunately, usually just grab a loading animation off of https://loading.io/. Now I kinda wish I'd thought to go look at how your animation is done - is it a gif under the hood, or is it a cool canvas thing?
