It's probably overkill but I've used Rosegarden for this - open the SMF0 MIDI file in that, then export as MIDI and it'll be SMF1. Source: over 2 years ago

Emulate midi input. Run a loopback midi driver and a program that can send (and optionally receive) midi. For example, you can run LoopBe1 and VMPK.
