Rosegarden is free open source software and there is a Windows version. I can confirm that it records velocity and the information is preserved when exported to MIDI for import into Ableton Live. Source: over 2 years ago
It's probably overkill but I've used Rosegarden for this - open the SMF0 MIDI file in that, then export as MIDI and it'll be SMF1. Source: over 2 years ago
