As far as the basics of notation and sequencing, there aren't many 'simple' ones left, but if your focus is notation then RoseGarden is a classic. The SQ-2 has a built-in sequencer that might be easier to use than software. Source: about 1 year ago
Rosegarden is free open source software and there is a Windows version. I can confirm that it records velocity and the information is preserved when exported to MIDI for import into Ableton Live. Source: about 2 years ago
It's probably overkill but I've used Rosegarden for this - open the SMF0 MIDI file in that, then export as MIDI and it'll be SMF1. Source: over 2 years ago

I haven't tried EZ Drummer yet, but I might. I'm a computer nerd, so I've put together a laptop with Ubuntu Studio, and I'm in the process of getting Jack configured to reduce the Midi latency. I want to have ultimate control over everything, and may eventually write some custom plug-ins once I have it all set up to work with something like Ardour or Hydrogen. (Open-source FTW.).
