I use Restart On Crash because of this issue. Not necessarily with Plex, but with the other apps on my system. It is nice because it also keeps a log, so it helps you to figure out if there is a pattern to the crashes. Source: over 1 year ago
You could also look into restarting eventghost after a crash using something like restart on crash, or look at running EG as a service. Source: about 2 years ago
What I ended up doing was scheduling my server to restart once a week in the middle of the night, and I also started using this nifty program called Restart on Crash to automatically kill the plex process and restart it whenever the server would hang up or crash. Source: about 2 years ago

Little Snitch (LS) is considered by many to be the gold standard. The aforementioned Lulu has a good reputation. The app Hands Off! Appears to be no longer developed (site offline). Then there's Radio Silence that may well fit your needs. Finally, one or more apps by Murus may be of interest but AFAIK these are not easy to configure and may be overkill for the average Mac user.
