I can only go from my own experience. I used to have issues with sitemap when using a sitemap plugin. However, I found that using rank math is best all round. I deleted all sitemap from Google, installed Rank Math and used the settings they suggested. I then adding the sitemaps back to GSC. Source: about 1 year ago

We build Fillout for just this type of reason. If you store the list of countries in Airtable, SmartSuite, HubSpot, Monday, Notion etc. You can have the options automatically sync to your Fillout form (you can't with Google Sheets currently but you can with all those other platforms).
