I did a little research and then according Mitchell Brown on quora.com, it's stated that the intro of Portal 2 suggests that it takes place far in the future, but many have speculated it takes place around the time of Half Life 2. That would mean between approximately 2020 and 2029, give or take. The Black Mesa incident occurred in the year “200-”, according to canon sources. This means it could have happened at... REDCap seems similar to what you are searching for. It is secure (including compliance with 21 CFR Part 11, FISMA, HIPAA, and GDPR). It is widely disseminated, and you can check if your institution has access to it. It is "free" as long as your institution agrees to the terms and conditions of the REDCap org.
