As for PyQt, that's developed entirely independently from Qt (by Riverbank Computing). The major/minor versions usually line up with the respective Qt releases (since the Qt release introduces new APIs, so a new PyQt release is needed to expose those to Python). I’d personally recommend Godot, because it’s FOSS, has a really nice way of doing things (in my opinion), and a language that’s similar enough to Go that when I was first learning Go I’d frequently use terms from GDScript!
