As for PyQt, that's developed entirely independently from Qt (by Riverbank Computing). The major/minor versions usually line up with the respective Qt releases (since the Qt release introduces new APIs, so a new PyQt release is needed to expose those to Python). Alternatively no-code platforms are growing fast. There are some that are incredibly robust and allow you to build and iterate quickly on an idea. If you're looking for mobile, I'd recommend AppGyver, it's built with React Native behind the scenes and works really well for most app cases.
