  The only thing that has worked for me so far is Psiphon VPN (https://psiphon.ca/), which has allowed me to access the normally blocked websites. I'd say maybe 20% companies you send CCPA request emails to don't know what to do, have broken forms, etc. It does work probably 80% of the time though.
