Unfortunately I don't know that much about Flamelink, so whether Flamelink can easily do the above with some adaptations, I don't know. I do think that the personalization part is the most critical. I've been looking around a bit at CMS'es like Storyblok and Contentful, Netlify CMS also seems like a very light but suitable solution, but all of those don't seem to have personalization functionality. I had to do this for a job a few years ago. I created a sandbox version of the site on pantheon.io and removed all editing permissions. On additional discovery that they only needed the static content, I created a static site using SiteSucker (mac app store). They were able to put this folder on their local machine to access anytime.
