Possibly, this is a GPU failure which is not repairable, except for a logic board swap, but you can try and reinstall OSx which would require an install dvd or burn OSX to a DVD from Apple and use software like powerISO and burn a DVD (iirc, these old Macs don’t have USB booting) and format Macintosh HD (or whatever the main hdd is called) and X out of disk utility and reinstall OSX.
