I use Mypaint since many years, for graphic palets worskhops with children , and I have just positive feelings about it. Many tools, rather easy to use, and great compatibility with my Wacom. Recommanded.

The answer to your question is Potrace. There's probably a wrapper API available for whatever language you're using (presumably Python), or you can simply run it as a command line tool. Potrace is used behind the scenes for image tracing in Inkscape, the most popular open source vector design app, and I've also seen it used in a plugin someone built for Stable Diffusion/A1111 that does exactly what you're trying... Essentially, I've found the more time you have to spend spend learning the apps and/or using its tools, the less time you have to actually enjoy the art of creating. Try apps that cut down the friction between you and your art; Krita, MyPaint, etc. Would be my first suggestions since they're free, then maybe ArtRage, or Sketchbook Pro if money is not a concern.
