I have the same issue. Sort of. Once I start checking any social media, I go down a rabbit hole of hours spent on various platforms. The one thing that has helped me is a timer, as odd as it sounds. I try to only do social media on my laptop and not my phone. That helps. And then on my laptop I use the free desktop app Pomy. I see. The short answer is no. Windows does not have that functionality. You can use a third party app, either Dual Monitor Tools (http://dualmonitortool.sourceforge.net/) or the Cursor Lock app (https://www.snakebytestudios.com/projects/apps/cursor-lock/).
