Lower the texture size/resolution & get your pixels on. The textures... They look like at least 1024 or 512, yeah? If it's not 512x512-ish, try shrinking to that. If it is, then go lower, like 256x256. You want your PSX textures to have some "crunch" to them. I'd probably hit the texture with a sharpen filter in an image editor too.
