Use the free photopea.com. Close the top blue banner, if there is one, by clicking the X. Then load your photo and use the Color Replacement brush from the left tool bar to paint over the area with the new color. Select the new color first, so it appears in the palette at the bottom of the tool bar. If you really need some good upscales, you can use an AI upscaler. They work much better than enhance details 2.0 imo. I think topaz gigapixel is pretty cool. Source: about 3 years ago
I know there are AI utilities out there like Topaz's Gigapixel to upscale low resolution images. However, those would probably not make the image on the left appear as good as the image on the right. Do any AI upscalers exist for pixel art that was meant to be displayed on CRTs to make the image appear as intended on LCD screens? If you want it in a higher resolution I recommend using Gigapixel AI – Topaz Labs, in a nutshell it uses AI to upscale any kind of image, I used with some photos of mine from my Instagram that I downloaded in very poor quality, and after I put them through this software they came out with a quality even higher than before I uploaded them, kinda scary sometimes how good this works, it's paid though, but you can get...
