  Hashicorp Packer provides a nice wrapper / abstraction over the QEMU in order to boot the image and use it to set it up on first-boot.   To add to this, zazzle.com (I'm sure there are others that will too) will print and trim to a custom size. Give yourself .5"/1cm more than you need. Frames have extra space on purpose.
