  You can appeal the ruling of the dispute. This is what I dislike about AE inconsistent rulings by their dispute department. If multiple tracking services such as 17track.net , https://postal.ninja/en, http://parcelsapp.com/en/tracking/ and https://packageradar.com/ do not show the package was delivered the onus is on the shipper to file a claim with USPS if USPS lost the parcel and never delivered it.
