I'm fairly sure your budget can spare 10 bucks for a spare USB thumbdrive, and a 2015 intel-based macbook should have no problem booting from USB (as long as you're technically savvy). Getting a user's location from their IP should be possible with something like this https://ipgeolocation.io/ (free for up to 1000 requests per day which my puny website will never get). Latitude + longitude data from this service could be used to place the location dot accurately on the globe, although I'd have to look more into the math aspect of that before.
