    I know it's already been mentioned, but fontforge is really the best for more complex scripts. I'm currently working on a typeface for a script that has 240+ glyphs and doing something like that is super difficult on the simpler programs. however, if your lang is much much simpler and has an alphabet or a script that is concise I would recommend calligrapher because it lets you make a font super duper easily. It's major feature being that every character of the font has embedded in it's image the word 'sarcasm'.
