Vulkan is sort of a post-API API. It seems to be designed specifically with high performance render pipelines in mind, and "end users" should interface with it through an intermediary layer. Since you have C# experience, take this time to learn more about C++ while you continue to look. While yes, it is very easy to write bad code, it's not a huge deal since you just graduated and are just hacking around. If they're all Apollo mission images like the one above, those have all been scanned from the original flight film (mostly by me) and archived. We have digitally archived ALL of the manned mission flight film. We're currently working on digitizing what we call "institutional" imagery, images shot by Earth bound NASA photographers.
