There are usually a lot of repeated sentences in formal documents so memory bank-based translation tools really help to translate faster (you're being paid by translated page usually, so it's in your best interest to do it fast). For a small page like that, they are using Oracle content management, knockoutjs, RedwoodJs, MarkedJs, MustacheJs, JQuery and Bootstrap.
