    First: static public IP is not necessary for selfhosting small services. The reason you want static ip is because when you have dynamic dns, it takes time for the DNS records to update when your IP changes.     Your internet looks good, though download speeds aren't everything. I'd probably use 6gb ram. Make sure you trust whoever's joining your server, since they connect by your IP.
