To me, it seems like their newsletter plugin is closely tied with their local news publication product of the same name. Of interest, Newspack is a project of WordPress.com and the Google News Initiative. There are definitely i18n solutions to problems like this, but have you looked at an agent based solution such as https://localizejs.com?
