I don't know a place close like soundcloud there. There is newgrounds.com and it has audio portal which is good enough. The site itself is oriented to cartoons and browser games. Audio portal is a side feature. It has comments, rating, DMs, forum, followers. It's different from SC, of course. Depends on what you need. Source: 10 months ago
