On Windows, the classic tool to solve this problem is called NetLimiter, and it allows you to control bandwidth usage on a per-app basis. I used it back in my Win98 days and it was fantastic, and probably still is. Source: almost 3 years ago
I haven't been an actual admin in years (do sales now) but Gasmask is great for managing multiple hosts files so you can easily hop between overrides. Source: about 1 year ago
Then another thing I use is https://github.com/2ndalpha/gasmask which is basically a multiple /etc/hosts editor (in case you're using Mac OS). But Windows/Linux must have their own alternatives.
