  It depends on the platform... Naver Webtoon is like the global version where the webtoons are free to read with the option to fast pass the latest chapters. KakaoPage has a "free if you wait" system like Tapas (which is technically under Kakao Entertainment) where you can unlock chapters after waiting a certain amount of time. Source: almost 2 years ago

Most famous sites are - [For Raws] Naver, Kakao Page [For English Translation] Webtoon, Tapas, Webnovel(have LN as well), Manga Toon [They all have Mobile Application as well].
