At Agiledevers we had been using MyLenio to organize our teams, we really like the integration with slack and the automatic permission for jira, bitbucket and trello which is saving us a lot of time!

Is not intended for the 100+ tools that you use, but MyLenio does user permission and access control on dev environments. I think you can also add some other SaaS to the ecosystem, but officially they are supporting GoogleDrive, MicrosoftTeams, Atlassian products, Github, Gitlab and Keeper. In my company, we scaled into more and better tech clients using a HHRR resource that we forged ourselves, that then took some steroids to also do on/off-boarding of SaaS resources for developers (like github, gitlab, atlassian, and such).
