You just Solely need to turn the volume down? If your working in GB you can upload and drag any file into your project and adjust volume and anything else on it or http://mp3cut.net you can change the volume. But if your working in GB just do it in GB. Source: about 1 year ago

I've played around with some programs and websites (eg Audacity and mp3cut.net) and for slowing down audio tracks to 75% they sound fine, but not so much at 50%. I've read here that recording at a high sample rate (88.2kHz) may be able to help, but I was wondering if there's a specific program someone could recommend for my purposes? Source: over 1 year ago
I second what the person below me said. For myself, I use https://mp3cut.net/. This one lets you either upload from a URL or from your computer. Once you're done tweaking your ringtone with an optional beginning and/or ending fade effect, you can send the file to yourself in an email and download it to your phone. Source: over 1 year ago

Audacity is a great project and I’m very glad it exists. Personally I only need pretty basic wave editing and am happy with OcenAudio (https://ocenaudio.com - free but closed source), it’s the closest thing I’ve found to Cool Edit 2000 (which I still think is the best wave editor ever!) and has quite a nice UI. - Source: Hacker News / about 3 years ago
