I found something called Mobirise which seems to tick all my boxes. It definitely runs offline (it's a Windows executable and I disabled wi-fi to confirm) and exports my site locally as HTML as well as publishing direct to my domain, so that's good. Add some content to the pages ASAP. An empty page makes people go away. Reddit used fake users to post storiesuntill they were big enough to get real users posting.
