Last time I had to deal with emails, I've used https://mjml.io/ and was very happy with it. For how to actively distribute the newsletters if you go the email route there’s several services (unless you’re cool with just whacking everyone’s email into a BCC list and sending manually, of course) you might find Tiny Letter useful. It’s 100% free and intended for exactly this sort of content and handles important things like unsubscribe functionality. That said is does seem to require a postal address that...
