Last time I had to deal with emails, I've used https://mjml.io/ and was very happy with it. Everyone seems to like Exclaimer, but my org couldn't justify the cost. I used a service https://signature.email/ to create 2 standard templates, with optional fields so they could customize it. Then we just blasted out the link and had employees create their signature. Signature.email even gives them instructions on how to apply it.
