How can I use one MIDI device for two programs
Windows will only let one application read from a MIDI device at a time so my solution would be to set up two virtual MIDI cables (e.g. Using loopMIDI) and then use MIDI routing software (e.g. MIDI-OX) to receive from the MIDI keyboard and output to both virtual MIDI cables. This is a MIDI controller, although for most people, the original functionality isn't as useful as being able to convert the inputs to hotkeys or macros and turn this into a budget Stream Deck or in-game macro controller. This is usually done with MidiKey2Key, AutoHokey, and/or Voicemeeter. There's also an OBS plugin that appears to still work but hasn't updated in years. Source: about 1 year ago
