There are several other Microsoft translation tools that would also work in different ways, which you may be able to use without a Microsoft license. Maybe your best bet is to upload to YouTube as unlisted and use https://annotate.tv … on iOS I use KMPlayer to add markers (boorkmarks) and use those to annotate once back home. Wish there was something better. Source: about 2 years ago
