No idea if it's possible to recover them and yes, it's preferable to save them locally (and back them up on the cloud too). As it's been mentioned by someone else in a similar discussion, the Designer automatically saves its generated pictures on OneDrive, but it doesn't automatically save the prompt used to generate them unfortunately, also the Designer has a stronger pre-generation filter compared to the Image...
