You can use Forecast Bar for free, if you just manually update it by clicking the button on the bottom. The only thing you miss is seeing the info in the icon in the menu bar, but you can use another free app for that, like Meteorologist (which is not so bad itself as a weather app) - that's what I do. Https://open-meteo.com AND https://meteostat.net/en/ - Very similar sites here. If you have access to a Python console, this tool will save you SO much time navigating point forecast information, archives of weather data, certain model outputs for a certain location, and so much more.
