Metapad is a nice replacement for Notepad, with a few extra useful features, but don't know if it has the feature you refer to. Likely not, because work in it stopped a while ago. I prefer the lighter replacements (notepad2, notepad3, metapad) on Windows, simply because Notepad++ seems to always have something to update when I start it on a server. Otherwise it's fine, but not a CLI editor. Source: over 2 years ago

If you have a spare laptop, I recommend just disabling the Internet altogether. But before then, install a program called FocusWriter - it goes full screen. Or instead of the spare computer idea, maybe create a new user account on your computer maybe called Writing, install FocusWriter and have it launch on startup, and disable that account's Internet.
