You could try checking out d2iq (formerly Mesosphere). I saw a demo from them about a year or two ago and was impressed but never got a chance to play with it myself. I think conceptually this is almost spot on with what you’re asking. Source: over 2 years ago

It sounds like you want to run your containers on a serverless platform. You would need Kubernetes to use these but check out Kubeless or Knative.
