I don't know if this is quite what you're looking for or not, but there's a program I use called Memento Database (https://mementodatabase.com/) that would probably work great for that. You could make a database with an entry for each person, and a tags field where you could tag them with various attributes, and then you can search for any tag or combination of tags. You might want to check out Momento Database. Not the most straightforward thing to learn, but once you have it set up it is easy to use. Lots of templates already built for project management, and you can attach files in various ways. Source: over 3 years ago
