Try, running as administrator, installing another game patch/crack from https://gf.wiretarget.com/ or https://megagames.com/ if nothing works try downloading all redists, frameworks, libraries or whatever that are required for your game. I recently download medieval 2 total war (with dlc, no kingdoms, iso file) from ovagames.com on my HP pavilion running windows 11. I managed to install it succesfully but when I ran it it would do nothing no matter how and where I opened the .exe file. Now it starts to open steam with a no licenses error.
