Job without speaking Estonian (or Russian) would depend on your skills, a highly coveted specialist will get hired anywhere with any/no language. For most though, the options are ride-hailing driver (Bolt, Uber, Forus), food delivery by car/bike (Bolt Food, Wolt, Fudy) or some kind of English-language customer support job at a start-up (Bolt and Wise seem to be always hiring). The point number 1 is valid. It is possible that the xing.com becomes more popular by recruiters and suddenly the amount of offers increases. It would be also possible the other way around if they increased their fee to advertise jobs on the platform. I don't have explanation for the sudden peak in 2018, so I wonder if this is not the reason. Source: 12 months ago

For Germany you can set up a profile on xing.com. Recruiters will contact you if you have something to offer. It's harder to get a job if you don't speak German but still possible. A complete remote job might be hard to get though. Source: over 1 year ago
