That depends heavily on where you live. I can for example buy Bitcoin gift cards completely KYC free in my local post office here in Switzerland. And there are also KYC light exchanges (no sign up required but they get your info via bank contact) where I can get Bitcoin straight to my hardware wallet with a bank transfer ( pocketbitcoin.com ).
