If I'm not mistaken Owlcat is a part of the mail.ru company group, which is quite big, and you can't really go big in Russia without some consensus with authorities. It does not necessarily mean corruption, but it means you're seen and allowed to do business. I have seen a lot of inconvenient-news sorts of things show up on The Guardian, although I've heard them increasingly criticized along some axes.
